On February 22nd, with the huge rumbling sound of the demolition machinery, the old outpatient building of Sanya Central Hospital (The Third People's Hospital of Hainan Province) started the comprehensive demolition work. This outpatient building that had served for 48 years completed its mission and officially "retired".

Improved Service Capacity with a Daily Reception Capacity of 5,400 People
The new outpatient building has a construction area of 46,252.05 m2. It is a comprehensive outpatient building with 5 floors above ground and 2 floors underground. Compared with the old outpatient building, which had a construction area of only 3,899 m2, the area has increased by more than 11 times. The old outpatient building was small in size, with a large number of patients, and was very crowded. The daily reception capacity was only 1,500 people per day. The original space and facilities could no longer meet the public's demand for high-quality medical services. The new outpatient hall is bright and spacious, with a daily reception capacity of 5,400 people per day, providing a more convenient, comfortable, and warm diagnosis and treatment space for doctors, nurses, and patients.
On each floor of the new outpatient building, there is a long medical street running through the left and right sides. A total of 14 diagnosis and treatment areas are set up, with 18 consultation rooms in each area. There are also triage and waiting areas, which can regulate the flow of people in the waiting area, speed up the consultation process, and truly achieve "one doctor, one patient, one consultation room", protecting the patient's privacy and greatly improving the doctor's work efficiency.
Integrated Areas to Enhance the Medical Service Experience
Starting from the first floor, each floor of the hospital's consultation area is equipped with registration and payment windows, functional examination rooms, blood collection windows, etc. This allows patients to complete the diagnosis and treatment processes such as registration, payment, inquiry, report printing, electrocardiogram examination, and B-ultrasound examination in one area, realizing more than 95% of the diagnostic content. It can effectively reduce the patients' back-and-forth travel between different functional areas in the hospital, enabling them to enjoy convenient medical services.
The outpatient building of the hospital is connected to the surgical building, and each floor area can reach the surgical building, realizing the connection between the two buildings and reducing the patients' travel distance and time.
Who should I consult about medical insurance policies? How do I handle off-site medical insurance settlement? What should I do if I want to get a refund?...... You can go to the information desk in the lobby on the first floor of the outpatient building to find the staff, who will help coordinate and solve the problems you encounter.
People-oriented Design with a More Reasonable Department Layout
In the setting of departments, the hospital also gives top priority to the patients' needs. In the past, patients registered for medical treatment by distinguishing between "internal medicine" and "surgery", which brought great inconvenience to them. The new outpatient building breaks the boundaries between the two major departments of surgery and internal medicine and distinguishes them according to systematic diseases. It optimizes the layout according to the human body system and the location of the disease, reducing the patients' "running around" and making medical treatment more convenient.
In addition, the new outpatient building also sets up specialized departments according to specialized disease types, implementing specialized treatment for specific diseases, and providing more accurate treatment for patients. For patients with difficult and complex conditions, a multi-disciplinary outpatient clinic has been opened, giving full play to the comprehensive medical advantages. Patients can obtain a joint diagnosis from multiple relevant discipline experts at one time, enabling them to obtain an individualized treatment plan in a short time.
Capacity Expansion and Efficiency Improvement, with the Day Surgery Room Realizing "Same-Day Discharge"
The new emergency department is located on the first and second floors of the new outpatient building, with the floor area expanded from 2,700 m2 to 3,700 m2. It is equipped with 13 rescue beds, 13 intensive care beds, and 33 ward beds. After the emergency department moved to the new outpatient building, the number of patients received increased by 30%. With complete functions and a reasonable layout, the patient treatment process has been optimized, making it convenient for patients to seek medical treatment and undergo examinations. It has greatly shortened the emergency treatment time, ensuring that critically ill patients can receive treatment for the first time and safeguarding the lives and health of the general public.
While improving the hardware conditions, the new outpatient building also pays more attention to enhancing the medical treatment experience. There are 5 operating rooms set up on the fifth floor of the outpatient building, which can meet the medical needs of patients undergoing minor outpatient surgeries. There are 14 beds for day surgeries set up in the Endoscopy Center on the third floor. The Obstetrics and Gynecology Department on the fourth floor will complete the setting of 10 beds for day surgeries in June, etc., realizing “Same Day Discharge" for surgeries, further improving the service efficiency of the hospital and reducing medical expenses and medical insurance expenditures.
Empowered by Smart Healthcare, Making Residents' Medical Treatment More Convenient
As an important external display window of the hospital, the new outpatient building uses information technology to provide patients with a brand-new experience. In addition to setting up self-service convenient and beneficial services for the people, the automatic drug dispensing machine, as an important part of the smart pharmacy, can greatly shorten the traditional drug dispensing time. The person picking up the medicine only needs to swipe the card or enter the medical record number on the check-in machine in the pharmacy area, and the check-in machine will assign a medicine pickup window to the patient according to the types of medicines and the number of people waiting at the windows. It takes only about one minute from the patient's "check-in" to picking up the medicine and leaving, realizing the transformation from "people waiting for medicine" to "medicine waiting for people". This not only improves the work efficiency of pharmacists and the accuracy of drug dispensing but also allows pharmacists to have more time to communicate with patients about the precautions for taking medicines.
In addition, around August, the hospital will welcome a "new colleague" - an intelligent specimen transportation robot. The intelligent transportation robot will transport the test specimens to the clinical laboratory according to the needs, replacing the manual operation of picking up specimens. This not only improves the delivery efficiency and safety of the clinical laboratory center but also reduces the patients' non-medical waiting time.
230 Parking Spaces Set Up to Alleviate the "Parking Difficulty" in Medical Treatment
For a long time, the "parking difficulty" has plagued the patients of the hospital, affecting the efficiency and experience of medical treatment. During the design process of the new outpatient building, this patient demand was fully considered. The two underground floors are set as parking lots, with a total of 230 parking spaces designed. It is expected to be put into use around June, which can alleviate the parking difficulty of patients to a certain extent.
A thousand-mile journey begins today, and a ten-thousand-mile journey sets sail. The demolition of the old outpatient building and the trial operation of the new outpatient building is a major leap for our hospital to improve the medical experience of the masses. Our hospital will take the opening of the new outpatient building as a starting point, work hard, and continue to take firm steps in improving its own service capabilities and the level of medical technology services. It will create a more high-quality, comfortable, and convenient medical environment for the people of Hainan and the vast number of tourists, continuously meet the growing medical needs of the people, and provide medical support for the construction of the Hainan Free Trade Port.
